Currently all Kommander apps store their settings in .kommanderrc. I wasn't 
happy with this solution but it was decided to keep it. Therefore I will 
suggest to keep all the Editor-related settings in kmdr-editorrc, if 
possible.

As for per-file settings, I don't have strong opinion. Perhaps we can follow 
the way Kate handles per-file settings?
