[kdewebdev-site] CVS commit messages

Hi,

 I played locally I managed to get mails form commit messages to a 
repository with the diff of the commit. There is two possibilities:
- simple diffs
- nice diffs like in kde-cvs

Anyway, the situation is that in order to set this up we must have 
access to /var/lib/cvs/CVSROOT, which is owned by cvs:cvs and it's not 
world writable.

The second requirement is a mailing list for the commit messages. Sure, 
we can use the kdewebdev-site, but would be better to have a separate 
kdewebdev-cvs.

Once we have the above two I can set up the system.
