[kdewebdev-site] New site get started help

Hi all,
if you want to pull CVS and contribute to the site you will need to set up a 
user account on the server. You can do this here.

I have just created a help page I will be sending to contributors which 
explains in depth how to get started. It also tests and validates your 
password so you need a user name and password to access it. I will be sending 
this link when people sign up.

You can also access it with ?user=[username]
