Yes, I think it's good if we coordinate someway our efforts. I think 
it's preferred to post unified diffs (diff -u) to the current version. 
Cervisia can easily create patches against a repository.
BTW it is suggested by the KDE pages to use:
cvs -z4
diff -up
update -dP
checkout -P

in ~/.cvsrc .

The most important rules is "update before commit" so you changes made 
by others will not be lost. Secondly if it's organized that you work on 
one part of the site, others work on other parts chances that both of 
you touches the same file are lower. And if it's about important shared 
files, like the default.css: post to list for review.

Yes, you can, but you should do it only if you want to show it for 
somebody what you did. For personal testing I'd suggest to set up a 
local testbench (apache + php) and use the preview prefix feature of 
Quanta.
