[kdewebdev-site] Some more things

I fixed the CSS layout, so now it does not have problem with multi-line 
headers, and if you resize your browser the page will resize itself, so 
it's not a fixed sized page anymore.

Regarding CVS:
1) it seems that the commits go in, but I get that error, because I'm 
not in the "cvs" group. I think all developers should be added there 
when the user account is created.
2) the .webprj should not be in the project. This is because upload 
information is stored there, which should not be public... Right now it 
will cause only conflicts. And of course because of the preview prefix, 
which is different for everybody. These are limitations in 
Quanta/webprj and we should take care of in 4.0.
3) the files are uploaded to testing to the usual place.
