My objective is to create a total package that means you register and it sets 
a cookie. Once this is done it should be possible to use this. If submissions 
are digitally signed this means that they would upload a public key, right? 
If this is the case then this is all done with an online registration so it 
pretty much handles everything. This would be done with a secure server and 
the cookie could be set securely.
