[kdewebdev-site] Updates to quanta.kdewebdev.org

Hi,

 I've added some new things to the Quanta homepages. New sections are:
- links to tutorials (under Documentation)
- "In The News" section containing links to articles that appeared to 
printed or online magazines and newspapers (or other reviews).

My request is that if you know about a tutorial, article, review, 
interview related to Quanta, please give me the link to the page or 
describe where it was published and what it is about. 

I also uploaded a tutorial about using Quanta as a docbook editor 
written by Carlos. The link is under the Documentation section.
