Chris, this isn't going to fly for the site we're putting together. The tool 
sites are going to include things like documentation and howtos and what not. 
Those don't lead themselves well to the design that you have proposed. Even 
the portal site will have areas where there may be a lot of scrolling (news, 
about etc) and I don't like the idea of forcing people to have to scroll 
inside a small window. Additionally, this scroll window makes printing the 
page problematic and acts basically no different than a frame. It's not the 
frame tag I'm against, its the behavior.

I'm OK with your tab design for the portal sites, but you need to come up with 
a way to manage the addition of new tools without a redesign of the site. If 
you're going to keep the boxes, that's fine. But find a way to make them (and 
at least a decent portion of the content) all visible on an 800X600 screen 
without scrolling and design a way to add new ones without a fundemental 
change to the page.

For the tools site, please work with Américo to design a left-hand navigation 
mockup. I know you think it's boring and ugly, but the paradigm works and it 
is what people expect. The navigation needs to be able to scale to easily add 
new navigation points in the future without changing the design as well. 
Please make sure all of the navigation elements included in the vision 
statement are accounted for.
