[kdewebdev-site] Initial steps for the Quanta public site

So maybe the nomenclature is off, but just so we all have the same idea when 
we are talking I propose this for nomenclature:

The KDEWEBDEV site refers to the top level site at www.kdewebdev.org

The Quanta public site refers to the top part of the Quanta.kdewebdev.org site 
that "sells" quanta to the visitor.

The Quanta user site refers to the part of the Quanta site devoted to 
fostering a thriving, happy, user community

The Quanta developers site refers to the part of the Quanta site devoted to 
fostering healthy, happy, productive developers.

So anyway, we have a graphics designer lined up (as Eric mentioned) that will 
be putting together a look and feel for us.  I'd like to give him as much 
lead time at possible before we need it.   We are going to give him some 
ideas for the different tiers and then work on the rest while the graphic 
stuff is put together.  Upon return we will stick it into whatever we have 
for a framework back end.  

For the sake of some organization I will thread the tiers differently...  I 
think the developer and user sections will be somewhat different, and we have 
a big task there so in the spirit of iterative development lets get the 
kdewebdev and quanta public site under way.
