- From development experience for my company, I recommend that the XHTML 
prototype should come after a design is established.  A good HTML person can 
take almost any comp and work it into HTML.  If you can get a good 
establishment of #2 (or at least rudimentary) you can have the graphic artist 
(lurking somewhere on the list I believe) develop some graphic comps... these 
are easier to manipulate, faster to make changes to, and can be made into 
XHTML when the design is approved.  It also allows for the nav to be worked 
out some more (or finessed) while the comp is being iterated through.  We 
very rarely do any html until after we have a tier 0, 1 and 2 page designs 
done in graphical comps.

We do?  Which sections of the site are being targeted for multiple languages 
and how many translators are on board for this?
